Luffy returned with Rayleigh to the Sabaody Archipelago after the war because it was the place where they had first met and where Luffy's crew had been separated by Kuma. It held a special significance for Luffy and his crew, and it was also the place where they had made a promise to reunite after two years. Additionally, it was a safe and familiar location for them to regroup and plan their next moves after the war. **

The Rayleigh criterion for the resolving power of the eye states that two point sources of light can be distinguished as separate when the angle between them is greater than the angular resolution of the eye. This criterion is based on the ability of the eye to distinguish two closely spaced objects as separate entities. The angular resolution of the eye is determined by the wavelength of light and the diameter of the pupil. According to the Rayleigh criterion, the resolving power of the eye is limited by diffraction effects, and the smallest resolvable angle is approximately 1.22 times the wavelength of light divided by the diameter of the pupil. **

In the anime One Piece, Rayleigh is a former member of the Roger Pirates and a powerful figure in the world of pirates. His strength and experience make him a formidable force, but he may not be on the same level as the Emperors. **

No, Rayleigh is not at the level of an Emperor in One Piece during his prime. While Rayleigh is an incredibly powerful and skilled fighter, he is not on the same level as the Emperors of the Sea such as Kaido, Big Mom, and Blackbeard. The Emperors are considered to be the most powerful and influential pirates in the world, and Rayleigh, while formidable, does not hold that same level of status and power. **
